The Pennsylvania Department of Human Services has reinstated the full license for Blair County Children, Youth, and Families (BCCYF), marking a significant milestone after two years of dedicated efforts to enhance child protective services in the region.
In May 2024, the department revoked BCCYF's license due to multiple violations, including delays in assessing child safety and risk, insufficient supervisory oversight, and inadequate assessments. Since then, the agency has operated under a provisional license and a settlement agreement with the state.
The agreement mandated the establishment of a continuous quality assurance program and collaboration with the state to address case backlogs and improve efficiency. These measures have led to substantial improvements in BCCYF's operations.
Dr. Val Arkoosh, Secretary of the Pennsylvania Department of Human Services, expressed confidence in the agency's progress, stating that the full license underscores BCCYF's stability and commitment to operational compliance.
Laura Burke, a Blair County Commissioner, acknowledged the dedication and teamwork required to reach this point, emphasizing that the journey does not end here. She highlighted ongoing efforts in process improvements, increased training, and staff recruitment and retention.
The reinstated license took effect on April 10 and is valid through October 10. BCCYF will continue to be subject to inspections and unannounced visits to ensure sustained compliance and the safety of children and families in Blair County. |
